Why is there a limit to the number of Vehicle Passes?

We can only affect real change on the traffic problem by limiting the number of cars on the road. One of the ways we have to accomplish this is through the number of vehicle passes available. We are also continuing to develop other means of shared transportation like the Burner Express Bus and Air programs.
